Mix bread flour, sugar, salt and yeast together.
Add milk, eggs, water and mix until well combined.
Knead until smooth, add the butter and continue kneading until the butter is combined and a smooth and silky dough forms.
Place the dough in a bowl and leave in a warm place to prove for 1 hour or until doubled in size.
Mix the milk and sugar together.
Add the eggs gradually until it’s well combined.
Mix in the cake flour.
Leave the cookie dough in the fridge until use.
Divide the bread dough into 4 equal sized balls.
Divide the cookie dough into 4 equal sized balls, roll them out then place on top of each bread dough.
Score the cookie top in a crisscross pattern and sprinkle with sugar.
Set aside for about 40 minutes.
Preheat oven to 180°C and bake for 15-20 minutes.
